Denise Cutting is supposed to be experienced in human resource matters in an educational setting. However, she was one of three people who was involved in the unlawful appointment of two school deputies (the other two being Tim Boyes and Andrew Dixon - the Lead Officer for School Collobrations and Federations). The appointment process did not involve the formation of an interview panel nor the involvement of any other Governor - not even the Chair of Governors! The Local Authority wanted to ensure that the Governing Body had no input whatsoever in the recruitment of senior personnel at Moseley School.

Readers will recall that the beleagured Strategic Director for Children, Young People and Families for Birmingham, Tony Howell also appointed a £1,000 a day temp without following due process - namely the involvement of the City Council's JNC panel.

This raises questions about whether there is a systemic problem in senior recruitment in Birmingham City Council.
